日本研究

在"观光立国"战略支持下,旅游业已成为推动日本经济发展的重要力量。日本自1964年启动《旅游白皮书》出版项目以来,已连续半个多世纪以白皮书形式向社会公开日本旅游业发展状况及相关政策执行情况。本文分析了21世纪以来日本《旅游白皮书》的出版背景以及近年来的重点内容变化,同时通过对2018年版《旅游白皮书》的解读,评析日本政府及各地方的最新旅游动向和政策措施。日本"官民一体"的旅游管理体制、区域旅游均衡发展、重视游客体验质量、积极推进旅游业可持续发展的特点,对于促进我国旅游业发展具有重要的借鉴意义。

With the support of Japan's tourism strategy, tourism has become an important force driving the development of Japan's economy. Since the launch of the Japanese Tourism White Book publishing project in 1964,the Ministry of Infrastructure and Transport of Japan has publicly reported on the development of Japan's tourism industry and related policy implementation in a white paper for more than half a century. This paper briefly analyzes the publishing background of Japanese Tourism White Book and the key changes in recent years. Combined with the main contents of the Japanese Tourism White Book 2018, this paper reviews the latest tourism trends and policy measures in Japan as a whole and in different regions. The tourism management system of the Japanese government and the people, the balanced development of regional tourism, the importance of the tourist experience, and the sustainable development of tourism through ecological sustainability have important reference significance for promoting the development of China's tourism industry.
