面对日益严峻的老龄化问题，日本需要应对经济和社会等多重层面的挑战，不断推动“银发经济”的发展。日本振兴“银发经济”主要经历三个阶段，即政府对民间力量的引入阶段、对民间力量的规范化管理阶段和社会力量的整合化、透明化及可持续化阶段，并展现出以下机制特征：政府与民间企业协作促发展；重视技术开发与创新；充分利用老年人劳动力。振兴“银发经济”不仅有利于刺激日本内需，迎合老年人日益增长的新需求，还有效促进了社会的良性可持续发展。在全社会的协作机制下，日本多个行业呈现出“适老化”趋势，老年人市场规模和相关产业范围持续扩大。日本成熟的发展经验对我国发展“银发经济”具有一定的借鉴意义。
Abstract：Faced with the increasingly severe issue of population aging,Japan must address challenges across economic,social,and multiple other dimensions while continuously promoting the development of the "silver economy".This paper argues that Japan's revitalization of the "silver economy" has primarily undergone three stages:the government's introduction of private sector participation,the standardized regulation of private sector activities,and the integration,transparency,and sustainability of social forces.It exhibits the following institutional characteristics:collaboration between the government and private enterprises to foster development;emphasis on technological development and innovation;and the full utilization of the elderly workforce.Revitalizing the "silver economy" not only stimulates domestic demand in Japan and caters to the growing new needs of the elderly but also effectively promotes the sustainable development of society.Under a collaborative societal mechanism,multiple industries in Japan have shown a trend toward "age-friendly" adaptations,with the elderly market and related industries continuing to expand.Japan's mature development experience can be used as reference for China in developing "silver economy".
