日本人工智能政策进程及动因分析

摘要:

本文综合分析了日本在人工智能(AI)领域的政策进程及其动因,并对其未来发展动向进行了研判。通过梳理日本政府发布的官方文件、历次AI相关会议记录,以及日本与AI相关的外交活动报道,从战略框架与目标确立、战略实施与领域规划、国际合作与地位塑造三方面梳理出日本AI战略的构成及特点。在此基础上从国家安全、日本对美战略响应与融入、对美合作的“一体两面性”三个向度解读日本人工智能战略动因。进一步预判未来的三个发展方向,认定其存在着效法美国供应链韧性建构完善本土供应链建设、以“广岛AI进程”为推手辐射自身话语权建设、借以实现敏感议题规避和外交突破三个未来发展动向。

Abstract:

This paper conducts a comprehensive analysis of Japan's policy process and its motivations in the domain of artificial intelligence (AI),and explores its future development tendencies.Through the official documents issued by the Japanese government,records related to previous AI conferences,and reports on Japan's AI-related diplomatic activities,the composition and characteristics of Japan's AI strategy are sorted out in terms of the strategic framework and goal establishment,strategy implementation and field planning,and international cooperation and status shaping.On this basis,Japan's AI strategic motivations are interpreted from three perspectives:national security,Japan's strategic response to and integration with the United States,and the "two sides of the same coin" of cooperation with the United States.Thus,it further predicts the three directions of future development,and identifies three future development trends:to follow the U.S.supply chain resilience construction to enhance the construction of the local supply chain,to utilize the Hiroshima AI process as a driving force to radiate its own discourse construction,and to avoid sensitive issues in order to achieve diplomatic breakthroughs.
